Romsey Poor Rate books 1780-1816 - Naish, Newell and associated surnames

The Poor Rate books provide insight on the more affluent citizens of a parish, who gave money to help the poorer members of the parish.

I have studied the Poor Rate books for Romsey extra from 1780 to 1820. There is a gap in the records between 1807-1810, unfortunately, probably a missing book!

From 1780 to 1784, Thos Newell occupies a property called Allens* in Romsey Extra, paying a rate of 1d. He is not recorded in 1785 but from 1786-1789 he is in Extra, recorded as "late Buttons" paying a rate of 6d. From 1790-1793 he is Extra, in a house paying the same rate of 6d. Studying the neighbours this is the same house. From 1794 to 1797 he now has house garden yard paddock and pays 8d. From 1798 to 1802 he has the house & paddock at 8d as well as "Pound Garden" at 3d. From 1802-1803 he has the house & garden at 7d and stables & paddocks at 8d. But from Michelmas 1803 the rate on the stables & paddocks drops to 6d. This continues to Lady Day 1807. When the records pick up again, Thos Newell Senr is in a house rated at 6d and Thos Newell Junr occupies paddock 3 1/2d, in heir of tythes 1/2d, house yard garden and stable 1s 3d, and house and garden late Mrs Gould 4d.

This stays the same until 1815, when Thomas Newell Junior dies. From 1819 they record the annual value of the house. Thos Newell (senior) occupies a house, £6.17s, paying a rate of 6 3/4d and Mary Newell (widow of Thomas Jr) occupies house offices stables & paddock, £9.17s plus yard & stable at £4.11s, paying a rate of 1s 2 1/4d.

The name Naish only appears from 1811 onwards. Abr Naish, house garden hothouse storehouse, and part of Perrington (a garden) and pays 3s 1d. By 1819 Abm Naish occupies a house 1s 8d, paddock 2d, and storehouse 8d.

There is also a Jno Naish, house, paying 4 1/2d in 1819-1820.

The John Collins in Romsey Extra occupies a house and pays a rate of 3d, from 1802-c1814. From 1815 onwards the rate increases to 3 3/4d. This is not the ancestor.

There is another John Collins in Spursholt Tything occupying Biggs Land, paying a rate of 1d, from 1804-Lady Day 1807. He does not re-appear in the records from 1811 onwards, so perhaps he either died or moved away. Could he be our John?

From 1811 onwards there is a Collins at the Lamb Alehouse paying 9d.

* Allens was in the Lee Tything by 1803 and is now part of Nursling parish.

Notes

Note 1: The probable neighbours of the Newell's in the early 1780's are Biggs, Joshua Whitlow and George Bernard.

Note 2: John Comley was neighbor to Thomas Newell. This is the first instance I abstracted his name from these documents. If need be, I will go back and abstract the name further back. Thomas' will indicates John Comley was a carrier, and appears to be Thomas' partner in the business. He was also a witness at Thomas' marriage to Betty Naish. There are several men by the name John Comley in Romsey (recorded occupations are "corn-factor and brewer", "grocer and bricklayer", merchant so going with best guess for now!

Note 3: The probable neighbours of the Newell's in the late 1790's are Thos Chivers, Robt Carter (the Cart Wheel pub), Mrs. Bernard, Mr. Figers and Mr. Macky. Mr. Macky may well a relation of George MacKay, who married Thomas Newell's daughter Mary on 27 June 1790 at the Romsey parish church (the Abbey). A few years later, Figers and Macky are gone and John Thornton, Mr. Long, Young and Walker (at The Fox pub) appear, as well as Charles Godfrey. It would be interesting to find out if Romsey was growing at this point in time.

Henry Ploughman shared Perrington. In 1841 Elizabeth Ploughman, Ind., age 60 appears in Cherville Park, Cherville Street, Romsey Extra.

I have focussed on the names associated with the Naish and Newell families, and while sometimes the rates were collected more than once a year, I have collated the data into one year except where changes occur mid-year.
